You can download 250k maps of all areas of the country for free from the geoscience australia website. If you download in .ecw format you can import the maps into the windows trial version of oziexplorer. Then you can copy them onto your phone for use in ozi, or similar apps such as Androzic which, IMHO, does topo mapping at least as good as ozi for android so far, and is free.

I was a fan of Ozi back in the day, but i reckon it is a bit rich charging $25 for the full version of this when other apps these days are as good, if not better, and free. The interface is not all that intuitive and hasn't really improved from 5+ years ago.
